A class-action lawsuit has been filed against the NYPD over a sting operation the department uses to "test" the honesty of New Yorkers by placing a backpack on the street with a wallet sticking out. The main plaintiff in the suit said he was surrounded by police and arrested immediately after picking up the wallet, which he intended to return to its owner.
